For what it's worth. After almost but not all Win10 updates my Canon MX512 scanner is not found by my PC, neither by wireless or USB connection. The printer part works fine. A message appears telling me that I need to install the WIA driver. My MX512 was up to date on software/drivers. I have been using Win's built-in scanner utility. Because it was simpler to use, less bells and whistles.
From my call to Canon I came away with the following answer. Canon said that it was up to MS to fix the problem and recommended that I use Canon's printer/scanner software which I am now using w.o problems. My web browsing seems to indicate that MS has not addressed this and there is no WIA driver to download and install. I see that HP printer/scanner owners face the same issue and are somewhat aimlessly (like me) searching for a WIA driver. I didn't have this issue with 8.1 or XP.
My conclusion is that Win 10's scanner utility will be problematic in some cases and rather searching for possibly a non-existent WIA driver it is best to use the software that comes with the unit.

1) What is the version of Windows 7 you are using?
2) What is the exact error message?
First thing I would suggest is to check if you have downloaded and reinstall the correct drivers for the version of Operating System you are running and see if it works fine. Also make sure the WIA service is started. Access the path below to check the same.
Download the powerpointhelp-en-us.exe file by clicking the Download button at the bottom of this page. Download microsoft powerpoint 2007. You might need to provide the original Office installation source during installation if you previously updated your product. In the dialog box that appears, click Save, and then specify a location on your hard disk for the download file.You should download this file if you have access to your original product CD-ROM. In Windows Explorer, double-click the office2007-kb957247-fullfile-x86-en-us.exe file that you saved to your hard disk. Quit any Office 2007 programs that you are running.
Start>Type Services.msc in search bar>search for WIA in the window >Double click and set it to Started if it is not.
Another thing I noticed is, although Canon supplies driver for the 64 bit Windows 7, and WIA driver is required for the scanner to operate. The WIA driver that comes with the 4200F is 32 bit and will not load.
If the issue is as I said second about the WIA driver I would suggest you contact Cannon support and see what best they can do about the issue.
